Medical Licensing: Three Common Misconceptions Explained

What does a clinic’s licence actually authorise? Do public healthcare institutions also need a licence? Does a private clinic need a separate licence to open a branch? Understanding these questions matters both to healthcare providers and to people seeking medical services.

This “Myth and Fact” article explains three common misconceptions about medical licensing in Uzbekistan.

Having a licence does not authorise a clinic to provide every type of medical service. A healthcare facility may operate only within the medical specialties and service types specified in its licence.

Patients should therefore check more than whether a clinic holds a licence. They should also establish whether it is authorised to provide the particular service they need. Permission to practise in one specialty does not automatically cover services in another.

Licensing is also being introduced for public healthcare institutions through a phased process. These institutions must obtain licences within the deadlines established for them.

The phased nature of this process is important. It does not mean that every public healthcare institution must obtain a licence at the same time. When assessing the requirement for a particular institution, the applicable deadline must be taken into account.

Public ownership therefore does not mean permanent exemption from licensing requirements.

A private clinic does not need to obtain a new, separate licence to open a branch. Instead, it submits an application to amend its existing licence.

However, the absence of a requirement for a separate licence does not mean that the branch can begin operating without the necessary formalities. Changes associated with opening the branch must be reflected in the existing licence through the prescribed procedure.

When choosing a clinic, patients should consider its licence and the services it is authorised to provide alongside its location, prices and recommendations from others.

A clear understanding of licensing helps patients make informed choices and helps healthcare organisations establish their operations in accordance with the applicable requirements.
