Improving the quality of healthcare services, ensuring patient safety, and bringing healthcare organizations into line with internationally recognized standards are among the key priorities of modern health systems. One of the leading international organizations working in this field is ISQua – the International Society for Quality in Health Care.
Founded in 1985, ISQua today brings together healthcare professionals, experts, leaders, and organizations from more than 80 countries. Its main mission is to promote the quality of healthcare and patient safety, disseminate international best practices, and support continuous quality improvement across health systems.
External evaluation plays an important role in ISQua’s activities. This area is implemented through the ISQua External Evaluation Association (ISQua EEA), which evaluates healthcare quality and external assessment mechanisms against internationally recognized criteria.
In particular, ISQua EEA evaluates:
- standards for health and social care;
- accreditation and external evaluation organizations;
- surveyor and assessor training programmes;
- education programmes in healthcare quality and patient safety.
Importantly, ISQua EEA does not directly accredit individual clinics or hospitals. Instead, it evaluates accreditation systems, organizations, and standards used to assess healthcare providers, determining whether they meet international requirements and principles.
For this reason, ISQua EEA recognition is an important step in strengthening national accreditation systems, enhancing their credibility, and aligning them with international approaches to healthcare quality and patient safety.
Uzbekistan is also taking systematic steps to improve the accreditation of healthcare organizations in line with international standards. In accordance with Presidential Resolution No. PQ–170 dated 5 May 2026, the Center for Licensing and Accreditation of Medical Organizations is to undergo accreditation within the ISQua international evaluation framework by the end of 2028.
In addition, the 75 standards developed for the national accreditation of healthcare organizations in Uzbekistan were formulated taking into account ISQua EEA requirements and international experience.
These efforts are expected to further strengthen the national accreditation system, improve quality management in healthcare organizations, enhance patient safety, and bring healthcare services in Uzbekistan closer to internationally recognized standards.
