When carrying out medical activities, it is important not only that the building in which a clinic operates is suitable for providing healthcare services, but also that it complies with applicable sanitary and urban planning standards and regulations. These requirements are also taken into account during the licensing process.
This raises a question that is relevant to many healthcare providers: is a lift required for a clinic located in a building with two or more floors?

Under the Unified Regulation on the Organization of Licensing Procedures, approved by Resolution No. 80 of the Cabinet of Ministers of the Republic of Uzbekistan dated 21 February 2022, buildings and premises used for medical activities must comply with the established requirements.
In addition, ShNQ 2.07.02-24, “Design of Construction Facilities Taking into Account the Needs of Persons with Disabilities, Persons with Limited Mobility, and the Elderly,” approved by Order No. 01/2-1 of the Minister of Construction and Housing and Communal Services of the Republic of Uzbekistan dated 8 January 2025, establishes requirements for ensuring barrier-free access to buildings and premises for such individuals.
Compliance is also required with Sanitary Rules and Norms No. 0020-22 — “Sanitary Rules, Norms and Hygienic Standards for the Design, Construction and Operation of Medical and Preventive Care Facilities.”
