Today, home-based nursing services are becoming increasingly popular among the population. In particular, there is growing demand for injections, IV therapy, wound dressing, blood pressure monitoring, and other nursing procedures.
This raises an important question: can a nurse independently provide such services, and is a medical license required for this activity?
According to current regulations, a nurse may provide certain treatment and procedural services based on a doctor’s prescription or recommendation. In such cases, the activity may be organized under the status of a “self-employed independent nurse.”
The following requirements must be met:
— having a medical education in the field of nursing;
— possessing a diploma or professional qualification certificates;
— registering as a self-employed individual within the tax system;
— registering in the Ministry of Health’s information system as an “independent nurse”;
— maintaining records of procedures performed based on a doctor’s prescription.
At the same time, the nurse is allowed to carry out only those procedures that fall within professional nursing authority. Independent diagnosis, prescribing treatment, or conducting complex medical interventions is not permitted.
If the activity is expanded into a separate medical office, treatment point, or a broader medical service format, obtaining a medical license becomes mandatory.
Specialists note that this approach helps develop accessible and lawful nursing services while also ensuring patient safety and compliance with healthcare regulations.
